I see some states cannot participate in Bounty Fishing. Just curios, why is that ?

A substantial sum was spent on legal early on. Our legal team went state by state and concluded that there was a level of discomfort with certain laws for each of the states not included. These states will be revisited in the future to see if any can be added to the white list.

"Black balled" is not the right term. I used "white list" in the following context. Please note capitals.
A whitelist (or white list) is a list or register of entities that, for ONE REASON or ANOTHER, are being provided a particular privilege, SERVICE, mobility, ACCESS or recognition.
The decision is purely based on legal alone.

Richard I did not mean to ruffle feathers! Sorry if I did. I was a member of a Fraternal Order. They had their so called "white list" and the rest were referred as SLANG "black balled" under the ByLaws of their little Beaurocracy. It just hit my funny bone when you mentioned white list that's all.

Can I get a list of the states that cant participate?? So far everyone I sent to do it called me back pissed off from Delaware, Maryland, Tennesse, and others. I need to know who cant do it.
