pressure is high, fish go deeper, pressure is low, the fish will rise. The pressure does not actually effect fish because it is so slight that larger creatures such as fish do not really feel the effect. Organisms such as plankton in the other hand feel the pressure. When the barometric pressure is high, this pushes small organisms down causing the fish that feed on them to go down with them. This means that the larger fish that feed on the small fish will go down after the smaller fish. When the pressure drops, small organisms rise also meaning the fish will follow them up. The most effective time to fish is during the first few hours after the pressure changes. This throws the smaller organisms off balance so to speak and makes it easier for the fish to feed.
You may notice that right after the pressure drops, the water becomes slightly more murky. This is because those smaller organisms are rising off the bottom causing the water to get slightly cloudy. This is the best time to catch fish because they are in heavy duty feeding mode.
